In this study, conducted in fall 2009 on behalf of the Federal Ministry of Economics (BMWi), the possibilities for overcoming gaps in broadband access on local and regional level are illustrated. Main part of the study is the presentation of best practices, giving impulses for municipal and regional decision makers to tackle and foster access projects. The basic conditions differ from region to region - topographic, demographic, political and economic situation, the existing infrastructure and the commitment of local actors are important factors but subject to very individual and partly dynamic processes that significantly influence the success of a project for the enhancement of broadband access. The continuously growing diversity of access technologies and the steadily growing band width in many regions is opposed by areas that have strong difficulties in modernising existing or developing new infrastructures due to their topographic or demographic situation. Here, enhancing or providing access to broadband networks is possible only with considerable efforts.

Part 2 of the Broadband Compendium is a compilation of all Baseline papers of the partner regions. These papers have been conducted in the course of the project and where used as the base for further development approaches and planning.
Contents include basic facts about each region, such as demographic development, economy, infrastructure, cultural analysis and political climate. This is followed by an analysis of the respective baseline situation concerning ICT and broadband, broadband strategies and conclusions. All baseline studies are summarized at the end of part 2.

Within the Baltic rural Broadband project, each region has carried out a strategy study on eservices. The short-term goals describe planned actions within two years whereas the visions are more long-term goals/actions. A basic SWOT analysis has been carried out for each of the above areas. Chapters of this part include: Broadband availability, Inter-communal co-operation and application sharing, Citizen services and e-government, Broadband use in the education sector (e-education/e-learning), E-solutions for business, Broadband use in the health sector (e-health), Conclusive remarks on strategies and visions for future development of e-services, and Strategy summaries.

The pilot projects contributed directly to the transfer of knowledge and technology between the partner regions. This part starts with general explanations on different technologies and a comparison of technology performance. Main part are reports of case studies from different partner regions. This includes test measurements on wireless technologies and different technical solutions for regional wireless networks. Part 5 concludes with recommendations that are interesting for regions planning to build broadband infrastructure.

The use of broadband applications is diverse as it concerns different groups of applications and services. In the Baltic rural Broadband project, these groups are subdivided into five areas. Each area starts with an introduction and explanation and is followed by one or two exemplary case studies. Part 7 of the Broadband Compendium deals with the best practices identified by the Baltic rural Broadband partners. It starts with a definition of and motivation for best practices, followed by an explanation of how to develop best practices. Chapter 2 starts with an overview of the structure of each best practice example published as part of the Baltic rural Broadband project. There are 17 best practices, at least one in each partner country. A short introduction outlines the content of the best practice and the region where the example comes from. A conclusion on the best practices as well as a conclusion of each partner country can be found at the end of this part.

Part 8 is on community development. This part is split in two sections: The first one is about the conventional community development; the second about eCommunity. Both parts start with an introduction and definitions, followed by a selected case study from one of the Baltic rural Broadband partner regions. The case study for conventional community development is a practice example from the Danish partner Djurslands.net dealing with the dissemination of broadband access on the peninsula Djursland, Denmark. eCommunity development differs in some parts from the community development. Differences and characteristics are illustrated and some eCommunity related problems, like eIlliteracy, are described. The case study is provided by the Lithuanian partner, dealing with issues of eIlliteracy.

The last part of the compendium gives an overview on possible solutions. These recommendations deal with technical aspects as well as with aspects on administration and implementation.
