Networking as in Collaborative e-Government

Networking needs a structure that allows each participant to be active and allows all participants at any given time to be at the same level of knowledge. A “collaboration platform" is best suited to achieve this, which is built according to collaborative e-government.

Collaborative e-Government expands mere provision of information by one or a few participants to active elements that enable true collaboration. Such a platform is not only suitable to provide documents for a large, decentralized group of participants. It helps to organize the knowledge and experience between individual members and groups and to simplify and stimulate creative processes.
Particularly for transnational cooperation, collaboration platforms are a must to facilitate the daily work. The atene KOM platform is adapted to this work; there are different languages as well as customized features and access provided.

Protected work area
A collaboration platform is a protected workspace that only is available for selected people (members of a working group, a network) with individualized access. Not every member must be granted with an access to the entire platform - hierarchy or Project-/group related access rights can be granted, which can always be adapted to the demand. These access permissions for uploading and retrieving information and setting of contributions can be chosen separately and graded to forgive.

Moderation / Management
To ensure a smooth flow of processes on the platform there are a manager or administrator to distribute the access rights, setting up possible new projects and forums or as a contact for technical questions available. For each project or each work groups and each forum, which is set up on the platform, there also is at least one moderator who ensures that the factual level is met and that relevant and factual issues will be published.

Home / Dashboard
Each participant has his or her own start page available on which the user gets a quick overview and quick access to all available relevant individual projects / activities and the associated contacts with other group members. The homepage is also individualized for each participant to ensure the highest possible degree of functionality and simplicity. Personal business and work habits can also be considered.

Documents library
For the document library on the one hand there is the classic way, store documents quickly and have a structured access to them. Each user can thus assume the same current state of knowledge. In addition to that, there is also the opportunity to work together on documents, identify work items, comment on and make the status of a document clear to every participant. Especially the elaboration of common positions and strategies can be simplified by this. 

Forum
Via the Forum a direct exchange between the individual members is enhanced. For each topic a separate sub-forum will be set up to shape the discussions and exchange of experience as effectively as possible. It is also possible to link to specific documents within and outside the platform.

Projects / Working Groups
At any time within the platform, an unlimited number of projects or working groups can be set up on individual issues that structure the work of the network and simplify it. There is also the possibility the project and work group-based forums to be set up specifically to conduct discussions or processes to be commented on.

Blog
For specific sub-projects, it may be interesting to document the progress quickly in order to identify strengths, weaknesses and barriers to their implementation strategy quickly and with the help and suggestions received from other users. A blog is created for a single user, who provides the content. However, other users have the ability to read the posts and comment on them.

Calendar
The basic functions of a platform include a common, or rather several project and group related calendars. In a common calendar, events or other interesting dates can be noted for all the different project subgroups. Project-related calendars make allowance for appointments that depict work progress or meetings of work groups.
